Mr. Mobin served as Chairman of the National Database and Registration Authority (NADRA) from February 2015 to February 2021, becoming one of the youngest individuals to lead a major Pakistani national organization. He had also been associated with NADRA as its Chief Technology Officer since 2002, bringing extensive expertise in the development and implementation of citizen registration and digital identity systems.
An alumnus of the prestigious Massachusetts Institute of Technology (MIT), Mr. Mobin holds bachelor's and master's degrees in Electrical Engineering and Computer Science. He graduated from MIT in 2002 with a cumulative GPA of 5.0/5.0. Prior to MIT, he studied at Aitchison College, where he achieved exceptional academic results and received the President's Medal for outstanding performance.
Throughout his career, Mr. Mobin has been involved in complex national and international technology initiatives. His international projects include the Citizens’ Registration Project and Identity Management System in Sri Lanka, Civil Registration in Sudan, Machine Readable Passports in Kenya, and Driver’s Licensing systems in Bangladesh.
In Pakistan, his work has contributed to the implementation of the National Identity Card System, Civil Registration System, Smart Card Programme, Benazir Income Support Programme software, Watan Cards, Citizens Damage Compensation Programme, Arms Licence Projects, and ICAO-compliant multi-biometric passports.
In recognition of his public service and technological contributions, Mr. Mobin was awarded the Tamgha-e-Imtiaz (Public Service) by the President of Pakistan in 2008. His career reflects more than a decade of experience in delivering citizen registration and citizen-services projects, both in Pakistan and abroad.
